Effluent is not a single type of water. Ammonia, organic matter, solids, color, and microorganisms change from season to season — and change the oxidant demand.

Chlorine dioxide has a history in effluent disinfection and can act where chlorine finds limitations. The most interesting gain lies in the possibility of designing combinations: ClO₂, chlorine in smaller proportion, membranes, UV, or other barriers.
